What will become clearer, faster, safer, or more consistent if this workflow is structured? Which sources, memory rules, and evidence trails are required? Name the outcome, authoritative sources, memory rules, and evidence trail required before the system can operate.
Orchestration and governance
Which tools, agents, approvals, or routing decisions need explicit contracts? Which permissions, review gates, and escalation rules are required before launch? Specify the tool, agent, routing, approval, permission, and review contracts that keep the workflow accountable.
Measurement and next decision
Which operating signals prove that this system is improving the business? Record the owner, baseline, success evidence, review date, and decision that follows from the first operating result.

Frame the decision
Name the real operating need before designing a solution.
